Default Hand painting, wrong forum?

Want recommendations on inks I can use to paint on t-shirts "one of a kind thing" via brush or felt marker, perhaps something I can fill up? Permanency is paramount of course and a variety of tips on the markers would help!

Mostly to paint on white t shirts but the option of painting on black or solid color tees would be great.

I am also interested in later on screen printing small runs, short on cash this days and have no clue on this method, are there good online tutorials, books you guys can recommend?

I am in Puerto Rico and supplies are scarce here so I need to order stuff online.
