If the latter, I like the Cotton series (100% Cotton, 200% Cotton, 300% Cotton).
Louis Bou's Street T is okay. T-shirt Factory (Beams T) is okay. Lou Lv's The T-shirt is pretty weak. Charlotte Brunel's The T-shirt Book is a good history, but not much good for actual design. Pedro Guitton's T-shirt 360 is pretty lame. The many music related t-shirt books out there (Vintage T-shirts, Rock Tease, The Art of the Band T-shirt, etc.) are all much the same - kind of interesting, but not really worth it.
The Cotton series has a decent mix of offline and online content, but most of the other books are very much the result of the internet age of publication: lots of content culled from online, sometimes even to the point of using pixelated 72dpi images not suitable for print. You'd be better off reading some t-shirt blogs than many of those books.
