Default achieving this effect

What's good people. New to your site, and I think It's awesome. I am getting ready to launch my own line, so this community is just what I was looking for. I need to ask if their is anyone here who would know how to achieve this classic vintage movie poster effect . I know that they are painted, but would it be possible to achieve this look on anything using Photoshop? I appreciate your time, and help in advance.

Adjusting the saturation, contrast, shadows/highlights, and grain might give a similar effect, but it won't look exactly like a painted poster.
