Most fonts you purchase can be used in t-shirt designs. Just read the license agreement that comes with the font to make sure it can be used for commercial purposes.
Note that this usually does not apply to free fonts. Free fonts are mostly only approved for personal/not-for-profit use only.

Commercial License does not always allow to create derivative works/designs based on font and resell them as your own design (like logotypes, and other creative works).
"commercial purposes" is not equal to ALL commercial (or even non-commercial) purposes

I have not been able to find any evidence of this at all. If you can show me a source for this information I would be much obliged.
Here is what I have found so far:
US copyright law only protects the font program itself. That means the software. The typeface, meaning the particular shape and design of the letters, is not protected. That means once you legally aquire a font, you CAN modify the typeface and use it for whatever commercial purposes you like (i.e. make a logo out of it, make a t-shirt design), provided that you are doing so in accordance with the license agreement.
What you can't do is re-sell the font itself, or change the font software and then sell it under a different name.
Even typeright.org, the organization that exists "to promote typefaces as creative works and to advocate their legal protection as intellectual property" clearly states in one of their articles that typefaces are not copyrightable in the US (although they are fighting to change that).

The font to me looks similar to a font I have "Young Love". It obviously has been manipulated. I actually use this font and manipulate it to look similar to that design in some of my stuff.

I hope they have some success with that.
I'm not really sure if I support it or not, because they are not really clear on exactly what they intend to accomplish. For example, if copyrighting typefaces means that designers won't be able to modify them for use in logos and the like, I wouldn't support it. I'm always editing the shapes of individual letters when I use them for logos and designs.
However, I definitely think that people should not be able to copy/modify the typeface and sell it to someone else as a brand new font, that's just plain stealing.
