Question I have a friend that's a very good artist. I would like to know what does he need to make my t-shirt designs. that can be printed on the t-shirts.
It will depend on what type of printing you are planning using. If you are screen printing he will need to create a layer for each color. If using DTG printing he can just create the graphic in the graphic program used by your printer.
He will need to be able to create his artwork digitally and in a type of format, raster or vector, that is appropriate for the type of printing you are trying to achieve.
That's possible with DTG printing. All you need is a printer with a scanner. If you are screen printing with multiple colors it might cost you more to get the artwork printable.
