Default Help with correct file saving for Flexisign

I'm trying to help my sister-in-law in another state with some graphics. I've used photoshop for years and I currently have all the CS3 programs... photoshop and illustrator. I've done mainly graphics on pictures and building websites but nothing that used vectorized graphics.
Ok... I have read a lot and here is where I am at. I took a .jpg picture in photoshop, edited it and saved it. I then opened Illustrator and saved it as a .ai file... ( I read to do this so it could be edited later if needed without recreating it.) I took that .ai file, did a live trace and liked what I got and then expanded it. I then saved it as a .eps file. Since she said that she had flexisign 7.5 version, I found that it only supported illustrator CS files so I saved it as such again with the .eps extension....it was black and white but still made sure I was in CMYK and not RGB. I sent her the file but when she opens it she gets the following, unexpected file format or can't repair file. I sent it a couple of times but it still will not open for her.
Am I doing this right... or in the right order?
Thanks for any and all help.
