I am very new to this and new a logo converting an image from JPEG/BMP to Vector before am tomorrow, Can anyone help out...I do not have a clue how to do this and I do not Coral or Photoshop!

not easy, you can:
separate to index (pantone) colours, (yellow, blue, green & black)
do it as a four colour, using CM&K
it would be complicated as a vector file, there are quite a lot of subtle tones.
Well...for screenprint you need to separate into single colours, coz they can only print one colour at a time...OK?
Four colour printing (CMYK) would print halftones mainly C & Y, plus both for the green, black in the shadows and you'll need some magenta for the deep blue highlights.
Index printing - use a green, a yellow, a blue (or two) and a black - no halftones, each pixel is assigned a colour from the palette.
how is it getting printed- is it screen, dtg, transfer, You've taken on a lot for someone who does not have the knowledge or software to handle it. What was the design done in and who did it for you. maybe you can have it print ready by that person, you definitely don't want this as vector.

I just sent you a Corel Vector zipped file. Let me ask you why do you need to vectorize? Maybe what you are trying to to does not have to be in vector format.
