I am currently an in house web/graphic designer at a local clothing company. I'm getting paid hourly and am in charge of basic tasks such as website updates, online store updates, ad designs, etc.
Here's my question:
I was asked to design some clothing designs for the upcoming winter line? As an in house webdesigner, am I not entitled any special commission when the company uses any of my designs? Do these designs not receive any special pay because I am their in house designer?
i am in a similar situation such as you. although i have never recieved any special commission for any of my designs, i did receive an extra bonus at the end of the year. :-)
i can't say if you could expect the same, but my employer did appreciate the extra effort. i'm lucky to work for a decent company.

No.

Maybe. Since this would be an additional job responsibility (and therefore I assume not part of your initial job description/contract), you may be able to negotiate a pay increase.

No, if you work for the company and they pay you hourly you wil be paid that way no mather the task, unless it's specified otherwise in your contract. If you want to change that make a new contract with them only for your clothing design work otherwise you are just an employee.
at my work they give me a commission on all products sold. albeit a very small one, its a nice carrot for them to dangle to increase productivity and moral every once in a while.
you might want to present it to them. although you would have to do it well... they do have a vested interest in using commissions.
all work should be producutivity/commission based. except doctors maybe. dunno.
