I used Adobe Illustrator for the 5 years I worked at an apparel company. And I still use it. Most people to my knowledge in the business use Illustrator or Corel Draw for vector based art.

I don't know what type of design work you would like to do but generally the most popular programs used are [in no particular order]:
- CorelDraw [vector images]
- PhotoShop [raster/bitmap images]
- Adobe Illustrator [vector images]
- InkScape [vector images] software can be downloaded for free
With any of the above programs, the learning curve is steep but the control you will have over the design is virtually endless. Do not expect to find simple "one click" programs that will consistently produce quality designs.

I would add to the above this, if you are going to seriously going to pursue art, t-shirt design and are going to learn an art program do the main stays like Photoshop, illustrator or coreldraw. The reason is if you do stay with the business you would out grow other (free) programs and would have to learn the big three anyways. But if you do want just to vector simple designs then the free programs are fine.

I have never before done anything in graphics but am doing really well with Corel Draw X3 by just figuring out what I want to do and look for tutorial or youtube video. Don't always find good info with either but trial and error till its good is working pretty good for me. One caution. If you expect to use any of the plug-ins for cutters or VB tools, don't get the studen/teacher or OEM versions. Only the "retail" versions have the VB runtime tools integrated with it and it needs them to run the cuttting master plugin for my graphtec cutter. Good luck.
