A clipping mask is an object that serves to mask the object behind it. For example, if you use circle as a clipping mask, the object that was masked will only be visible inside of the circle.
If you go to the help menu inside of illustrator and type "clipping mask" you should find lots of help. Also try a google search for "clipping mask", illustrator clipping mask", etc.
For masking a raster image, such as your tiff file, photoshop really is going to be your best option.
PS. - I'm not sure what method you are using, but often times there is no perfect, automatic solution for removing a back ground, and for the best results you just have to go in and do it manually.

37.5MB!!!!!
If you are printing t-shirts you are probably using about 55lpi max.
Any resolution over 110-150dpi is wasted.
Therefore take it into Photoshop and crop off the bits you don't want, then reduce the resolution until it gives 110-150lpi AT FINAL SIZE.
Save as a high quality jpeg.
Email your 1MB file.
