They use a special paper that will release the ink and plastisol (there is also special plastisol made for this purpose). This is a difficult process that requires a lot of experience to do it properly.

Here is a tutorial that will give a bit more insight on this method of printing. In my research I have found that a conveyor dryer is essential to gel the ink as a flash dryer is very inconsistent and may produce a bad product.
