[Illustrator] - Changing LPI in Illustrator

Default Changing LPI in Illustrator

I was doing a job for a client a couple weeks ago and they provided the artwork. Problem was, the LPI was at 71 and we needed something alittle smaller (smaller the number, larger the dots?) It was a character holding a football. Now, only the area inside the football needed to be halftone. We were unable to figure this out and had to out source the art. Does anyone know how we could have solved this in photoshop or illustrator? Any help is greatly appreciated! Or if you are uterly confused let me know

Go up to File then Print. On the left menu box hilight output. From there change mode to separations. Below it click on the colors you want to print. click on the lpi and type the new lpi. This is on Illustrator CS3, it should be similar on other versions.
