What tool/technique is this person using to turn this photo into a design that I can screen print?

or better yet, How can I turn a photo into a design I can screen print?
I have Adobe element 3.0, photoshop cs3, and photoshop illustrater.

Well, if you have Photoshop CS3 you are pretty much all set for doing the same with any image. The tool he is using in the video is the Pen tool, by creating lines with the Pen tool Photoshop "adds" anchors which you can edit at anytime, this way you could create spot colors to be printed in TShirts.
