Default How much time should I expect to pay for?

I have a dilemma - I need input from the experts here.

I have 3 shirt designs that I have done the BASIC layout and design.
I know what I want the designs to do - I just don't know how to get the finished "pop" done.
I had one done by a local artist who is really, really, good, but really, really arrogant, and impossible to work with.
He charged me an hour's time to make the designs "pop". I need the same kind of effect done to the other three - fairly quickly.
I've had artists tell me 2-3 hours PER DESIGN - that seems really steep to me.
Here's a pic - I laid out the idea, composition, and general artwork. He put it together, and made it an awesome looking shirt.

They probably want to quote you more than enough time to be SURE they can get it done. If they say an hour and for whatever reason they can't get it done by then, it turns out to be bad business. If they say 3 hours and get it done in one, it makes for good business.

Even if it does take them that long, every artist is different. Maybe the guy you went to was just that fast..not everyone is.

Also, it depends on the hourly rate! Many artists (myself included) will negotiate a flat rate that is fair to both parties.
