Thanks for your help. I tried this option and it does work, but, I need to make the dots smaller. The smallest Corel will allow is 0.1. Is there another option?
You could use the ellipse tool, hold down control and draw a circle. Then go to the top and enter the size you want. I was able to make one .001. then use control d to make as many as you want. Pick your colors before you dup. then place them by hand.
you can still use the pattern fill - just make your text large enough to get the dots to the desired size, then re-size the entire thing down to the dimension you need

This method also works, but I believe the text needs to be converted to curves before the polka dots scale appropriately (also the "Transform Fill with object" needs to be checked of course).
