Well I would imagine that there are many ways to create that look. One would be to put you brush mode on dissolve and adust the opacity to get the stipple effect. Depending on the original brush you are using will dictate the kind of stipple effect you get. The more the draw over an area the heavier it gets. The printing part I am not an expert on so I cant help but I am sure there are MANY people here that can!

photoshop brushes of ink splatters would work...

Just put something like "high res spray paint brushes" in google and you should be able to find a ton of stuff to help you. You can probably fake the look on your own in photoshop somehow like the first poster said... or you can just go outside and spray paint a a couple of big pieces of paper for some stock imagery if you wan't it to look more realistic.
