If you're using JPG, make sure you're working in RGB mode in Photoshop. If you're working in CMYK, the colours will come up a little off. But if you're working in RGB mode when you're editing your image, saving to a JPG will yield an exact colour match.

Also remember that IE doesn't display colours of a PNG correctly. But you said you're using JPG, so that fact is useless I suppose

hhmm well the issue, to be more specific, is everything on the web appears a shade lighter than it does in photoshop. So if I want a dark red, I need to make it extra dark in photoshop to make it appear dark red on the net. This is for EVERY color in my images, greys, blues, browns, reds, yellows, etc.

Try saving them as a PNG instead.

My friend and I have been having this problem a lot lately as well. It didn't seem like that much of a problem with the older photoshops but for some reason with CS3 everything looks really washed out once saved. Ill have to mess with settings when I get a chance and see if I can figure it out.
