Default getting started with PS and IL

hey guys.

so I have been reading up here and got so many of my questions answered, but I wanted to post them all in a list and hopefully someone could answer them in that format, so I could print it out for myself and use it as a check list.

well, I am trying to get into t-shirt printing business and I do my own designs however there is so much I don't know so here I am , posting them away for you.
  1. Size. there are so many threads asking in regards to sizing and so many answers that gets your head spinning. if I am starting a brand new design in PS or IL, how size should my document would be? what is the standard, pixel or inches? if I were to get dimensions of a blank XL or L shirt (say about 33" wide) could I base my design with that and if I were to use the same design for a size Small shirt, have the printer resize and scale it down?
  2. Applications; I am pretty good with both Ps and IL. however I do use allot of vector brushes in photoshop. my question is that can I complete my entire design in photoshop (txt, vector brushes...) and basically reterize all text layers and send it to the printer? if the printer requires files to be in the format of EPS, why is that? if I can resterize all text layers (they are outlined now) what would be the use of illustrator? or should I complete the design as i described in PS and import it to IL and save as EPS?
  3. bulk prices; are there any sites out there on the internet where I could (where you shop) buy bulk t-shirt at an affordable price (what is an affordable price for blank shirts? same your regular sizes? also, printing price. I have found a place that does 4.32$ each and that's the price of shirts as well as printing.
I am setting up a professional company for myself, doing this thus I would love it if any of you all do you printing and tshirt stuff for living and would love to work with you, someone who has been through these stages that I am going through, making my life a bit easier with their experience.

thanks.
