I am at the stage where I need to get my designs finalized.
I am not an artist and have started my rough designs. My question is whether to have an artist complete my drawing and then scan them myself into a computer or have a graphic designer do the work so the images will already be computer ready.
There's also the chance I have no clue what I'm talking baout and so will accept any criticism or helpful hints.
i think i could help you out wit the transferring of the design to vector... lmk if you interested...

It appears to me that nobody has tried to actually answer your questions. I'll give it a shot rather than try to offer services ....
If you are sketching out drawings then simply scanning them into a computer does not make them print ready. If you are not familiar with the varying graphics formats (raster or vector) then you should seek out a graphics person to assist you. One thing you need to determine is whether you plan to reproduce your designs at varying sizes. Which, unless you are strictly printing on an XL shirt, you would be resizing as needed. In such instance (and nearly all instances) a vector graphic is going to be your best bet as it can be resized larger or smaller without loss of any detail (commonly such detail loss is known as pixelation when dealing with raster graphics).
From the limited information you posted, I would suggest seeking out a person familiar with vector graphics to assist you. You can probably find some very good artists who would help you fairly inexpensively on sites such as DeviantArt. Look for artists who use programs such as Adobe Illustrator or Corel Draw and you'll be well on your way to achieving your goal.
