Default Size of Image

I am working on some designs on Adobe Photoshop. I was wondering if the size image on the computer effect the size on the actual shirt? Does sizing matter on photoshop when it gets down to the the real thing?

For example my tshirt template+design is 350x400 pixels.
Do I need to make this bigger?
I want the design to fully cover about most of the chest , length wise. Height maybe about 4-5inches.

Do I need to make changes to the 350x400? Or does it not matter?

I apologize if this question has been asked.

For raster editing programs like Photoshop you need to be designing at the size you want printed.
12" wide x 4" tall on the the shirt, then your template needs to be 12"x4"
12" wide x 16" tall = 12"x14" template
4" wide x 12" tall = 4"x12" template

Make sure your resolution is set to 300 pix/inch when you open the new document (right under the document size setting). This setting can not be changed once you have started and makes all the difference when you submit it to be printed!
