As you've realized, problems in this area usually come down to t missing file association, in particular the CPT file association. so first of all, try resetting that. You can do this from with PhotoPaint:
This will occur if the CPT format (Corel PHOTO-PAINT) is not associated with PHOTO-PAINT.
To correct this problem, do the following:
1. Close any currently open applications, and launch Corel Photopaint.
2. Click Tools>Options and navigate to the Global>Filters>Associate section.
3. Make sure that CPT filter ("Corel PHOTO-PAINT Image") is checked.
4. Close PhotoPaint and Restart the computer.
This will usually restore the Edit Bitmap functionin CorelDraw.
If that fails, the next thing to try is resetting the packages to the factory default configurations. Do this by holding down the F8 key while laucnhing the program, and keep the key held down until you get a dialogue asking if you want to reset to default settings. Say yes to this, and see if that fixes it. You should do this for both Draw and PhotoPaint, but note that you will lose any interface customization you may have done.
The best way to set the file association for all of that type is to locate a jpg or bmp image. Right click on it and select "Open With".... donw at the bottom of the window is a selection for "Choose Program". Selecting that will open another window to allow you to seect the program. In that window is a checkbox that you select to always use this program for this type of file. Selecting that will always use the selected program for that type of file.
