Any printer can do it. find any local screen printer or even a transfer can. It's the same as if you were printing on the front of a shirt they just turn it...
I don't think all printers will do it. Our shirts have side seams and the printer we are using doesn't seem to want to cross the seams. He says the ink will bleed because the screen doesn't lay flush against the seam. I see shirts printed over seams all the time though. Maybe certain printers just don't want to take take any chances.

it CAN cause it to have a extra flood of ink and a gap but if its a distressed design or if its grungy looking it gives it more of an effect. The shirts that look seamless and don't have gaps of ink print before they sew. Take a close look at affliction shirts they sew after they print. Have your printer make a test of it, We print on the sides of shirts we print over the sleeves, its all up to if the printer is willing to try things. I guess some don't want the business.
It also depends on what type of inks you are using, H2O or plastisol and what colors. White plastisol is very thick and sometimes you can use softhand in it that will help.
