As far as I know, the picture of Uncle Sam in the "I WANT YOU" Army recruiting poster is not copyright-protected. James Montgomery Flagg created the original painting in 1916; and based on what I have read about copyright law, it is my understanding that any painting produced in 1916 could not be copyright protected as of 1997, since more than 75 years have passed.
I'm under the impression that nothing before 1927 is actually copyrighted, but again, you might want to check to make sure...there have been some issues with items created hundreds of years ago and who has the rights to their images...
