So I am really interested in the process of creating this kind of t-shirt.
I was wondering a few things about this design, first off what screen did they use for each different color? For the actual image of the people, is that just a single layer of black or is there more to it such as a white base? Thanks guys

it's on a white shirt so there is no white base needed.

For the little bit that i do know, i am positive that the image of the people is deffinatly half tone images. Do a search on half tones and you will find tons of information on how to do it and what is needed to do so. I personally was interested in it and researched but decided to hold off on doing so due to the difficulty of it.
