hey i am trying to print this design probably on a white t shirt and make it look real good. I outsource my printing so I dont know how to go about it, is it screenable, dtg, sublimation? thanks

If you plan on outsourcing you should contact the source and ask them if they have the capability, and what the options are for your design.
It is definitely screenable. If I were to print it I would produce a halftone positive of the blue background, then do a solid black of the face and flowers overtop. It should be a fairly simple job for any printer with halftone capabilities...
just screen print with heavily diluted (soft hand) plastisol or water colors, they work fine of AA's 100%cotton, organic, 50/50, what ever you want.
Go for it, I want to see this in shirt form!
Is it me, or do I see some subtle green in there too? I agree on halftoning it, but indexing at 180 to 200 ppi, if the original is at least that high at the finished size, would do a nice job as well.

there does seem to be a bit of green in the background
to save cost and production time, you could print the entire blue background using one screen. You would need to produce a halftone screen, and it would simply have varying shades of blue. But this option would sacrifice the green shades in the design.
another option would be to create 2 separate screens for the background. You would have to separate the blue and green, and create halftone screens for each color, and it should produce very similar color results to that in the picture you provided.
