Default programs for photographs

are there any good programs that would let you do things to pictures you take. stuff like making them look blurry and adding crazy effects?

Paint Shop Pro
Even Google has a free photo editor that does some nice stuff:

Also Corel PhotoPaint would work.

I think Microsoft even has a photo editor

Adobe Photoshop and CorelPhoto-Paint seem to be the most used among the professionals. With the Corel X3 suite you get the bonus of CorelDraw functions like trace.

PhotoPlus6 is from freeserifsoftware.com. It's basic but FREE.

I also used Photo Impact 7 from ulead.com (I think this was a freebie when I got it). Very powerful...slight learning curve...I'd say comparable to early versions of PhotoShop.

Currently getting into Corel Paint that came with Corel Draw 12. So far, does what I need it to do.

Yes, Professor Franklin's...an oldie but goodie that I should dig out. I believe
it was a freebie with HP printers.
