i don't know about illy or photoshop....but it's easily done in corel. type your text in the normal manner in an appropriate size to accomodate your footprint vector. convert the text to a bitmap then powerclip the text inside the footprint.
I just tried it in Corel X3 and you don't have to convert your text to a bitmap.
Just type your text (artistic or paragraph), select the text box, click Effects, Power Clip, Place Inside Container, then click on the footprint object (the container) and it should move it inside and fit the contour.
Easiest way in Corel is to convert your letter to curves. Select the type tool and hover the cursor to the inside of the outline. When you see the cursor change, left mouse click and start typing. This will cause the"letter" to turn into a container and anything you type will fill the inside of the letter. You will need to format the text to look better than the default yet it works nicely
In Illustrator you would make the foot shape. Then select the type tool for shapes and selct the foot shape, it will then keep the text to that shape as you type it out. Or if you have it typed already, you can paste it inot the shape.
