Wow, those are lots of questions. Most of them are basic stuff, that you should know if you are a designer.

-process seperations (what it is exactly)
Thats when a Full color design is separated in 4 colors (CMYK) so all the colors can be printed using Cyan Magenta Yellow and Black. That is possible cuz when you combine those 4 colors you can get all others.
-how to make halftone gradients
Check here and look for gradients or halftones, that should take time and Im not really in the mood of writing a tutorial
-how to make photos into printable designs
That depends on what method you are going to use, screenprinting, vinyl transfers, inkjet transfers or DTG. Decide what are you going to do, then go to the forum section that better fit your needs and check there. Depending on the method to print, youll do lineart, vectors, leave them as are or convert them to halftones.
-what are registration marks?
Small marks that you use to make sure colors are were the should be. When working process printing, those marks will help you align all frames and after this is done you block them away. Do a google search.
-how to turn art on paper into screenprint t shirt designs
Scan it, convert it to halftones or vectorize it. Or print it in your printer and ue a heat transfer.
- what color mode is used in screenprinting cmyk or rbg
CMYK if is full color process or spot colors.
- what type of file do i give the printer when im finished?
Ask your friendly neighborhood screenprinter. Usually AI, EPS PSD or PDF, depending on available software and/or printing method/process.

There is so much info here in the forums, feel free to do searches, and go to specific forums sections for more detailed info.
I would also recomend to get books or try getting quick courses in the programs you want to use.
Good luck!

also a google search with your topics will result in a ton of information.

Might want to check out some of the art/graphics classes given at the industry trade shows as well.

U.S. Screen Print & Inkjet Technology has dvd's on art and printing which will help a bit as well

If you're like me, you need hands on training. I learned the software in school, and I learned screenprinting by getting a graphic job at a screenprinter. It was the school of hard-knox but the designer that was leaving taught me the ropes.
