Greetings,
Could someone please direct me to a link or resource or video, that describes, in detail, how to convert a color photo into a black and white that can then be printed onto vellum for exposure.

when you say black and white you mean literally two colors black and white? Or are you meaning greyscale? If your wanting it greyscale then you will have to either separate it by halftones or index. If you want it two colors black and white you will do the design in spot colors only.

Does anyone know how to do this or can it even be done without taking a new photo?
I have someone wanting me to print a black and white photo but of course it is a color photo, is there any way to make it look old or balck and white? (not so much black and white as antique looking)
Hope that makes sense. I know you can change the camer to take black and white photos but would like to know if it is possible to change it to that

In Photoshop:
Open photo in photoshop
go to: image / then mode / then grayscale.
image will be black and white.
then go to: image / then adjustments / then brightness/contrast.
play with these controls
save file under new name so you can always go back to the original if you need to.
Try: image/ then adjustments/ the posterize for some interesting looks.

I don't know how to create halftones, but for print, there are several ways to do it.
You could just go to Image -> Mode -> Grayscale, agree to discard color information, and you're done.
If you want to preserve your color to a point, you can create a new adjustment layer or two. Layer -> New Adjustment Layer -> Hue/Saturation, and reduce the saturation to whatever point you want.
Then if you wanted a sepia tone to it, you could add another adjustment layer, Layers -> New Adjustment Layer -> Photo Filter, and choose Sepia from the dropdown menu (or whatever tonal quality you want from it) and adjust the settings.
I believe they added Adjustment Layers in CS/2, so if you have an earlier version you won't be able to do it.
