Sure you can. I use Photoshop for this, so start that up and open your image. At the top bar click on Image > Image Size and look at the Document Size block. There you can specify your image dimensions and the resolution. Make sure that Constrain Proportions is checked to keep the aspect ratio of the file the same when resizing, unless you're sure you don't want to
I have a image that I got from the internet. when I go to image>image size it says that the width is 469 pixels same for the height. The inches are 3.127 height and width. Resolution is 150 pixels/inches. The size that I want to make it to without distorting the image. The site list the printing size as 12x13", this is the size that I want. How can I go about doing this?
You are not going to be able to expand that image to that size without it looking bad. You are looking at making that image almost 400% bigger. It won't look good. If you want to try it anyway, type the final dimension in the Image Size dialog box and see what happens.

Yea, it is just not going to happen. You can do what was said above and depending on the graphic you may be able to bring it up closer to acceptable by doing some touch up work but i highly doubt it.
Post up the image and maybe people can give you some ideas on recreating it or something.
Simple spot color designs. I would recommend creating these in vector and if you search hard enough you might find the signs in a vector collection. At least the general shape and color.
