How can I create new eps fills for Cores Draw?

Do you mean Postscript fills? If so you cant. Just make your fills and save as cdr file. When you want to use in a design, import the "fill" graphic into your drawing and powerclip in the object.
If your wanting to create normal fills read the user guide as there are many steps. Its easy just too many to type in.
