Would I be able to vectorize a raster or background in this program?

Not real sure. I would suggest looking at the CorelDRAW Graphics Suite.
Youll be able to vector, raster and pretty much what ever with the suite.

No, you can't transform a raster graphic into a vector graphic in Paint Shop Pro.
