are you going to be cutting this? i think redrawing this would be hard especially if you're a beginner. the easiest way would be if you have photoshop, to open it and go to image>mode>greyscale. then tweak the contrast/brightness etc. to get a very stark image. then place into illustrator and use the live trace function until you get a 'line drawing' effect. then expand. use outline mode to view in wireframe and delete unwanted areas using direct selection tool.

I need it to have lines so I can place rhinestones along the path. Simple black and white photo. Well I say simple - I've learned what seems simple can really be very complex! Thanks!

You said you wanted it all one color, there are a few ways to go about doing this. First of all you can tweak the contrast to separate dark from light better and desaturate it so it's black and white and come up with a cool half tone effect. I'm guessing you're doing silk screening and want the pic to just be one screen, but as you go you can add another tone level and make two screens, one black the other a shade or grey and get some really cool and unique patterns within the photo. I would also suggest looking at grafitti stencil art where they cut it out from a piece of cardboard and look at what they choose to keep and get rid of in some of the more detailed stencils. To get a really unique and genuinely good design you're going to have to get your hands dirty manually to some extent lol.
Re: How to turn a photo into a vector to be plotted out
1) Fix the contrast to make almost black and white.
2) You can use local equalization in photopaint with a high width and height to keep local details. You may want to copy this, then undo, then past as new object, then make the new object transparent to lessen the drama.
3) Then adjust some more
4) Change to BW image, choose line art and fiddle with the slider until you like what you see.
5) Save and import into corel.
6) Trace it. Adjust settings until you like what you see.
7) Fix vectors. Delete small items that may mess up your cutter (lifting vinyl etc).
8) Plot. Cut. Whatever vector action you need.
