Hello! R u into providing employment for Americans or Turning a profit? If you choose the latter, you would be amazed at the vectoring costs & speed u can get from China, India & S. America. You can get a very elaborate image vectorized for about $15. If you kick 'em some volume that number could be cut in half. U just need to Google vectoring services. They will comp u a design to see quality. Try to get a company w phone support & rem there is 12 hour time change between the US & China.

As you said that you have not saftware,the best way is to outsource your artwork to some oversea design conversion company. Of course if your artwork like logo is very simple,you can use the vectormagic's software to convert to vector for free.But if your artwork is complicated, you need outsource someone to hand redraw it in illustator and convert it to vector.Hoping it will help.
