what promgram is best in making a
nickelodeon-like splat grafics???

Either photoshop from adobe or photo paint from corel

Well of course in photoshop you could just use a brush from the internet to make the splash and it would be the easiest method. The original logo itself though is a vector design and if you intend to copy the logo 1 to 1 you should definitely use Adobe Illustrator as you can then resize your image later as much as you want.
