Default good price bad price?

o.k so my shirts are blowing up, and we decided it would be best to send all our stuff off to a professional screen company. Right now we have 2 seperate lines 1 having 7 designs and the other one have 9 designs. 90% of the designs are for full frontal prints. Now i was on the phone with a guy (who is legit i have seen his work before) Who says... (since I will be ordering around 200 Shirts of each design at a time, he can...

Import the Shirts (mostly black)
Do a 6 color front
Do a 3 color L/C logo on mid back
Import 7 oz shirts
Burn the screens / art work done already and seperated
and ship it to me for: $4.00 a shirt.

My initial reaction was very impressed, But it got me to thinking maybe its not that good? I dont really know... anyone have any input or maybe know of another factory that would be able to handle a job like that at a good price with the Quality being most important?

Will they import the finished product or just the blanks? Importing a finished product can be risky as you will not be able to be at the factory during production (even upon receiving a sample) - It is very important that you can be present during key stages of production to approve the final product.

that seems really cheap to me for runs of 200.
