How Do I Get Sample Work From a Designer to Determine if I Can Utilize Them?
I'm in a quandary. Just starting out in this biz is hard enough without having to learn the hard way in every direction.
I just realized that specifically I require the services of an illustrator and not simply a graphic designer.
My question is (and I've looked for an answer everywhere) how would a person go about determining who can do the work, if the samples they present in no way reflect the style you'd like to portray?
I'd like to add that I've looked at about 50-100 different designers/illustrators and I'm starting to think its actually a good thing that no one has the style I'm going for, but the real question is how do you determine who can do it?
How do I get someone to make me something close to my design without having to give the design idea away completely via email for example?

You want someone to make something for you but you don't want to tell them what to make? That would be like going to your doctor because you feel sick but not telling him where it hurts.
At some point you are going to have to take a leap of faith with someone. Contracts will help too.
If you don't want to do it via email, then you can go where the illustrators are. Trade shows, conventions, art schools, etc.
Ultimately I think a portfolio of the artists work will tell you if you have the right person or not. If you can tell us generally what you are looking for maybe we can give you suggestions too.
