I am going to start an online T-shirt shop.

-I do not expect or even want sales to be that big. But that doesn't mean they will surely be small.

-Startup cost is less than $100. Bought a cheap silk screen set, extra frame, extra screning, some ink - works well. Managed to get free domain name and hosting.

-Also, I'm 17 years old. Do I have to have my mom/dad own the business or am I of age? Live in California.

So it's a pretty small scale operation. What's the very minimum I have to do in terms of licensing and paperwork to make everything legal? I want to to everything myself. I don't think I'll bother copyrighting.

I know there's threads about this stuff but there's several of them that all seem a little different.

The reason you may find conflicting information is because what is required is actually different from city to city and state to state.

Best way to find out what is required in your city is to take a trip into your local chamber of commerce.

I started my first business when I was 15, and that's how I got started. Just walked in and asked. What was required then in that city was different than what was required 10 years later when I started another business.

Great link! Most people don't realize that in California if you even touch a garment in the process of getting it done you are required to have a garment license. We can all thank the Marciano's at Guess for that!
