Default printer fees and how to use pantone cv (help?)

running some discharge print shirt designs; but when i took my illustrator cs3 files to printer he wants me to only use pantone cv colors.

Can anyone help me understand how I can set illustrator to use this swatch? I've deleted current swatch and tried to find pantone cv; but only found pantone. whats the cv? I also found the colors frustrating to work with. they aren't labled by color; so for example; I'll pick a black; but it has a brown hue when lightened; I can't get the exact reds or greys i want.

He also asked me not to make anything transparant. I have a lot of layers in my designs and love to see through some of them.

any advice?
Thanks!

ohh. just out of curiosity. he's charging me a set up fee of $15 p/color. and fees are $1.38 for 2 color per print. so if I wanted a pring on front and back and sleeves; It's 4 prints. Do these prices seem competitive? He game me a wholeseller for blanks and the basic gildans are about $1.40 ea

I am not sure about the pricing, but if he wants you to use pantone colors cant he give you his pantone color chart to pick from. If he is printing using flat screens, the color on the file doesnt even matter, he can put whatever dye in the screen that you select.

I have never heard of the CV ending, but here is an article. It stands for computer video, but I'm sure he can use standard Pantone standard coated or uncoated numbers that are in your Illustrator swatch library. Transparent layers, where colors are on top of colors, do not work well in the screen printing medium. It may look pretty on your computer, but it usually doesn't come out very well using textile ink. His prices sound competitive. Most setup fees that I have seen are $10-$30 per color. Some people wave setup fees on larger orders.

We would use Pantone Coated colors in AI. That is what the ink formulas are.
