You could probably find a good printer both ways.

If you had the right equipment you could: a screen printing setup with knowledge on how to run the equipment properly or a
DTG printer with knowledge and experience to run the machine properly.
If you don't have that, yes, it would be better to outsource.

Most likely it is screen printed. Could be discharge screen printing or just some fashion soft screen printing inks.
It could also be printed with a
DTG printer.
Hard to tell without seeing a closeup.
Try RawTalentInc.com, they do that type of screen printing. But really, lots of screen printers or
DTG printers could do that type of work.
