Default Parody/fair use of a drawn famous person

Hi, if I were to get a picture of a celebrity off the web, and filter it in photoshop and put a layer over it so it dosen't look like her anymore but you can still tell it's her, does that count as a parody/fair use to put on a tshirt without getting permission from the photographer and the person's estate?

And is it considered original art work? And if I post it here first, can I establish creative ownership of it?

Things like this are best if asked of an attorney.

But, generally speaking, it is not permitted.

This is interesting, but doesn't make much sense. If you can still tell it's her, then it still looks like her.

There is nothing you can do, that gives you creative ownership of someone else's likeness.
