I think I am just getting trouble understanding the industry here....
In which part of the industry do they buy designs from designers? Are they:
Clothing lines?
whole sellers?
small local businesses?
manufacturers?

I'm not sure if I understand your question entirely. But, usually any business that you've named could purchase designs. They could also have their designs internally designed. It all depends on the individual structures of these businesses.
