In some ways, you won't know until the product hits the market.
You can try showing the design to your target market or asking other peers about the overall design, but sometimes that boils down to just words.
The real test (when selling t-shirt designs) is if your design will actually make people pull out their wallet and make the purchase. You won't really know that until you actually offer the design for sale.
By doing testing, getting feedback, using your gut, you can help your odds in making a design that is "sell-able".
In the end though, you have to take the risk of putting it out there for sale to see if people will buy. Sometimes people take pre-orders to help alleviate some of that risk.

Ideally, you should stick with your own quotes.
If it's someone else's quote, it may or may not be subject to copyright. You would have the responsibility of researching that thoroughly before bringing the design to market.
