are there restrictions on printing on the sleeves of long-sleeved t-shirts? in other words, can a design wrap around a sleeve, is there a certain height and/or width that a design must adhere to?

There are really no restrictions that am aware of. It's should all be based on you or your customers needs. Most people tend to like the design to run along the sleeve from the top to the bottom. It would be hard to do a print on the sleeve in the ringed format you suggest, mostly because there is no way of printing continuously round the sleeve at one go. You would have to print one side, then turn to the other. The issue here would be matching the two prints perfectly.
