Can this type of design be screen printed or must it be done with DTG? (The purple you see around the stars and moon would actually be the shirt color and not a part of the design).
Simulated process gives a vibrant print and soft feel as it is plastisol ink printed through fine mesh screens using halftone. This is how most of the rock music shirts etc you see are printed.
I agree that this would be a great job for simlated process. Probably an 7-8 color job, depending on the color of the garment. Most all you high end designs, large quantities are screen printed doing this process.
An image like that can be screen printed several ways, each giving an excellent result that depends more on the skill of the printer than the actual process. It could be printed simulated process as mentioned, 4 color process, or indexed color. I have seen amazing super high color prints and photographs printed each of those methods. I know printers that can print that image easily and each would use the method they specialize in with equal results.

In a way, all of them, each of the methods use round, oval or square dots in patterns to seemingly blend colors to recreate the whole color gamut. Our eyes see the colors used as blended into all the different colors.
It really depends on the printer, not the method. What matters is that a screen printer has chosen to get very good at a particular method, and what equipment they own to do the work on. But each of the methods, 4 color process, simulated process and index color, can reproduce photo realistic prints exceptionally well when a screen printer knows what they are doing.

No you cannot do regular process color on a dark purple shirt, you could on white though. On a dark purple shirt you would need to go simulated process color with an underbase.
The cmyk colors very very low opacity to them, so the shirt color would come through the ink and the image would be very mutted if not completely unrecognizable.

you can print CMYKprocess on darks, you need to use an underbase.

it would work but would not be ideal as there's issues with color shifting during a print run. Also some colors are very difficult to achieve with CMYK. A nice Red and Royal blue are good examples, often we use an extra spot color to help with that.
If color accuracy is not a concern then CMYK is a good option.
Simulated process and/or Index would be ideal but will be more costly then a CMYK print
