You can get your seller's permit at the State Board of Equalization (they have a PDF you can fill in and mail in or take to their office): Registration - Board of Equalization
You can check with your local chamber of commerce (for your city), and they will tell you exactly what you'll need.
It can vary from city to city. Some cities might require you to register with them with an official business license, some might just require a "fictitious business name statement". But the local chamber of commerce will be able to tell you everything you need.

Ok, so for seller's permit i need to fill that out, and for fed id,tax id, registering business and etc, i can just go into my local chamber of commerce and let them know that i am starting a clothing company? btw thank you for your help

You can let them know that you are starting a business, and ask them what forms you would need to fill out and if you need a business license. They will usually have some pamphlets with info.
Re: Question for people in California: where to register as a business
Depending on how you are doing your business, if you are doing it with a ficticious name then you will need a DBA, also how you set up your business. If you are doing it as an individual then you will not need a tax id, you can do it with your ss#. Where we are located at in California we did need to file with our city and get a business license, but like Rodney said it varies from city to city. If you are not sure about some of the paper work then you can check out legalzoom.com, they did all of our paperwork for us. They filed for our DBA, ReSellers Permit, Tax Id and also our notice of publication.

I was wondering do you need a special permit to handle textiles and garments? i was talking to my friend who own HIC (Hawaiian Island Creations) and he said that you have to have the permit or the govt can come in and give you a fat fine. Thanks

Depends on what you mean by "handle". If you mean just sell custom printed t-shirts online, then I don't think you need any special permits. If you're talking about running a textile factory, then maybe so.
