ex. I draw a stick figure with words underneath in photoshop. flip it .print it out then expose that image to light on a screen peel it off with water and I'm good to go?

Are you specifically asking about screen printing?
There are several different ways to get an image on a t-shirt (screen printing,
DTG/direct to garment printing, embroidery, heat transfers, dye sublimation, vinyl transfers, etc)
