There are different types of cotton, and different ways of preparing the cotton plant into cloth. In this case, "ring spun" and "combed" both refer to different parts of that process.
It's just a better quality of cotton, not radically different to anything you'd be already used to.
It will probably shrink, but no more than any other garment typically does.
