People usually design the t-shirts themselves that they want to sell.
If you want to buy existing funny t-shirt designs, just search google for humor t-shirts or funny t-shirts and see if any of the places that show up in the search sell wholesale.

Anyway, I think you need to give the forum more information. Are you opening a store or are you trying to start an online t-shirt business. Online store you would create the shirts yourself, if you are opening up a retail store then search for funny tshirts and contact the owners to see if you can purchase some designs at wholesale prices. Usually a 50% mark up. There are many internet tshirt companies that would love to have their shirts in stores, but arent going to sell you there designs to resell on the internet as competition.
