Re: conditions to produce the samples Maybe im a little late helping out on this but i hope this info is of some use to you and others....
Usually the manufacturer will require Design Sketches/CAD design along with specification sheets including technical drawing of the garment drawn to scale with construction lines and styling details, front and back views, close up of details, specifications and key measurements, label positions and correct info (inc by law requirements)... etc Type of stitching.. Coverstitching etc, Type of Seams you require (there is a few), decorative stiching over seams, same colour thread/contrasting colours???? Neck tape?, type of ribbing if used 1x1, 2x2 etc, Bindings if used, pull cords,(Hoodies) branded pulls and finishes, Swatch of material and trimmimgs to be used... if not good explaination inc weight of fabric, ringspun, fabric content, Pantone ref etc..If they are supplying the fabric and trimmings ask for a sample of these first!! Then there is other special requirements such as Embroidery, Fabric treatments (lava wash etc) and printing methods, what ink you would want to use e.g plastisol or waterbased, consider the thickness and texture of ink, you can add additives to ink to give it a different look and feel, glitter (various dimensions), suede additive, caviar beads, expantex, Flock, Ink with a Vintage feel, High opacity, blister effect, Hard rubber look and feel, Cracked look, Glow in dark, Soft hand, Foil, Discharge printing,..... many to consider. Also print placement and size of print measurements. Then there's agreement conditions to be met i.e costs (what will your margins be...anything under 30% i would forget! Aim for 40-55% and is the retail price reasonable in that case?) , lead times, minimums (they may make your samples for free, but when you give the go ahead and place an order you may have to meet there minimums. I would also ask for a breakdown of costs. Also helps if you know someone who speaks their language if you are dealing with foreign manufacturers!!
